Patricio, Maria Teresa

Dr. Patricio was born in Portugal but lived and studied in Canada, the United States and the United Kingdom. She obtained her doctorate degree in Sociology at Rutgers University as a Fulbright scholar. She then returned to Portugal to teach in the university. She taught at ISCTE - Instituto Superior de Ciencias do Trabalho e da Empresa since 1983. She helped establish a research centre in sociology and became president of the CIES – Centro de Investigacao e Estudos em Sociologia in 1992. In 1996 she was invited by the Minister of Science and Technology to participate in a task force for the creation of the Observatory of Science and Technology. The Observatory of Science and Technology was responsible for collecting, analyzing and publishing data on science, technology and innovation. Between 1997 and 2002 she served as vice-president of ICCTI – Instituto de Cooperacao Cientifica e Tecnologica Internacional (Institute for International Cooperation in Science and Technology). The Institute, working closely with the Ministry of Foreign Affairs and the Minister of Science and Technology, was responsible for defining and implementing international science and technology policy in multilateral and bilateral settings. Among her many responsibilities was the management of Portuguese - European Union relations in science, technology and information society. In 2004 she spent a sabbatical year at the Office of the National Science Advisor in Ottawa, Canada. In November 2005 she was invited by the Minister of Science, Technology and Higher Education of Portugal to oversee the OECD evaluation of tertiary education in Portugal and the Portuguese Presidency of the Council of the European Union (July-December 2007). Currently, she is Visiting Researcher at Centre interuniversitaire de recherche sur la science et la technologie at Université de Québec à Montréal. She has two children, Matilde and Martin.
